Seris takes the company to a prisoner exchange near the border. Her settlements have sent fighters to Menelea's wars for generations under agreements repeatedly reinterpreted by the crown. She wants captives returned, requisitions limited, and local courts recognized. She does not want to replace one generous royal relative with another and call that independence.

Ciro arrives with royal prisoners and a narrow authority to negotiate. He and Pyrrhus share a private meal before the exchange. Ciro admits he cannot pay several regiments. Pyrrhus tells him that those regiments are living from villages that cannot afford them. Each recognizes the other's problem while resenting the implication that he should solve it. Xeno's first uncensored letter reaches them hidden inside a mundane household inventory; he has begun comparing palace purchases with official ration reports.

The exchange collapses when one local commander refuses to release prisoners taken after a disputed date. Fighting breaks out between people who had almost reached agreement. The tactical goal is separation and extraction, not annihilation. Seris may confront a respected elder from her own side whose retaliation would destroy the talks. Her political authority is shown through the ability to challenge her own allies, not merely criticize the crown.

Afterward, the surviving negotiators sign a limited prisoner protocol. It is modest, easily broken, and more useful than a speech about unity. A camp conversation can let Pyrrhus ask Seris why she keeps negotiating with people who disappoint her. She answers that the families waiting for their children do not get to abandon the work simply because the negotiators are tired.
